A person who wishes to refine minerals shall submit an application
to the Minister of Minerals:
The Application shall include:
1. Fill application form
2. Environmental Impact Assessment Certificate (EIA)
3. Environmental Impact Assessment report
4. Memorandum and Article of Association
5. Certificate of Incorporation
6. TIN number
7. Letter of Recognition as Chemical Dealer from Government
Chemist Laboratory Agency
8. Inspection report from the nearby mines office and their
recommendations
9. Waste Disposal Management Plan
10. Refinery Plant Layout
11. Compensation relocation and resettlement plan
12. Villagers minutes and their recommendations
13. Consent of the area if there is other Mining licence
14. Required fee
i. Refinery licence Application fee USD 200
ii. Refinery licence Preparation fee USD 200
iii. Refinery licence Annual Rent fee USD 1000

The applicant hereby applies to the Minister for a smelting/refining licence in accordance with Section 61
of the Mining Act, 2010

- Address, situation and description of premises at which smelting or refining of minerals will be carried on
- Details of applicant’s knowledge and experience in smelting or refining of minerals
- State whether the applicant has been convicted of a criminal offence relating to the smelting/refining of the
metallic or industrial minerals
